So, for English I'm writing a paper on how implanting a tracking device in every single person would solve the problem of human trafficking. My question for you is: how would I do this? Implant the chip in their necks? Their hands? Wrists, legs, shoulders?

I need a procedure, a way, to tell of how these devices work. The idea is vague and that is why I need help. So the government can track people, missing persons, and locate them to see if they are in the ring of prostitution. I don't know, the idea itself is messy.
